Saudi Arabia's Industrial Clusters (IC) program is supervised by two government agencies, the Ministry of Commerce & Industry and the Ministry of Petroleum and Mineral Resources.
The Industrial Clusters program has five cluster teams, each responsible for developing a specific industrial sector:

National Industrial Clusters Development Program (IC)
Eng. Azzam Bin Yaser Shalabi holds an MBA from the Massachusetts Institute of Technology (MIT) and a Bachelor of Science degree in Civil Engineering from Oklahoma State University.
He has 25 years' experience with Saudi Aramco where he played a significant role in various programs such as Saudi Aramco Petrochemical Strategy, Industrial Manufacturing Development Program, Saudi Aramco Capital Program and Budget, Fujian (China) JV development Negotiations, JV and transfer pricing agreements, Shaybah oil and gas and Hawtah oil facilities projects, design, procurement and construction.
He has also served in different roles at Saudi Aramco such as Director New Business Evaluation, Manager Facilities Planning Department, Manager Business Analysis Department, Director Joint Venture Coordination, Senior Project Manager Shaybah Oil and Gas Project and Board Member, Aramco Shell Refining Company.

Kenneth Matz moved to the Industrial Clusters program after holding executive positions in the US metals industry. Most recently he was President of Universal Stainless and Alloy Products, and before that a group president of Gibraltar Industries. He was also instrumental in the successful restart of the Cuyahoga Works after a two-year shutdown. Kenneth has a BSc in metallurgical engineering from Cleveland State University.
Vice President, Plastics & Packaging cluster
Gasem Al-Maimani has 21 years' experience with SABIC, the Saudi Basic Industries Corporation, mainly in operations but also in business strategy and support. He has been a board member in plastics and petrochemicals companies in Saudi Arabia, Turkey and Iran and, most recently, he was President of the Riyadh-based Al Watania Plastics Company.
Gasem graduated from King Fahd University of Petroleum & Minerals, Dhahran.
Vice President, Automotive cluster
Didier Vigouroux has over 30 years' experience in the automotive
industry.
Before his current role at Industrial Clusters, he was Managing
Director France of Magneti Marelli Powertrain, and Global Key
Customer Manager at Delphi Automotive Systems Europe. Previously he
held managerial roles at General Motors in France and the US.
Didier is a graduate of the University of Paris and INSEAD.
Vice President, Home Appliances and Solar Energy

Ulrich Dill has over 20 years' experience in business development and marketing, planning, joint ventures, developing industrial clusters and creating government enabler policies.
Ulrich has held management positions in Europe, the United States, China and Saudi Arabia. Before joining the Industrial Clusters program, he worked at home appliances manufacturer Bosch und Siemens Hausgeräte, and with aircraft engine manufacturer Motoren and Turbinen Union (MTU).
Director, Clusters Industrial Enabling
Eng. AbdulMajeed Al-Maymoon worked for 11 years at the Saudi Industrial Development Fund (SIDF). At SIDF he undertook technical and economic analyses of the Sipchem Acetic Acid Complex, TASNEE Polymer Complex and other projects.
In addition to his work at Industrial Clusters, AbdulMajeed is
the Saudi-side general secretary of the Saudi-Japan Industrial
Cooperation Joint Taskforce.
He is a graduate of Cambridge University, UK, and King Fahd
University of Petroleum & Minerals, Dhahran.
